                    <title>Background</title>
                    <p>Transformational leadership (TL) is widely recognized as a key driver of employee innovative behavior (EIB), particularly in higher education institutions where adaptability and creativity are vital. However, the pathways through which TL promotes innovation remain underexplored in developing-country contexts. This study examines the mediating role of organizational culture (OC) in the relationship between TL and EIB in Ethiopian public research universities.</p>
                </sec>
                <sec>
                    <title>Methods</title>
                    <p>A quantitative design was employed involving 726 academic and administrative staff from three public research universities selected through simple random sampling. Standardized instruments measured four TL dimensions&#x2014;idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration&#x2014;alongside EIB and OC. Data were analyzed using Structural Equation Modeling (SEM) to test direct and indirect effects and assess measurement reliability and validity through Confirmatory Factor Analysis (CFA).</p>
                </sec>
                <sec>
                    <title>Results</title>
                    <p>The analysis revealed varied direct effects of TL dimensions on EIB: inspirational motivation had a significant positive effect, while idealized influence and individualized consideration showed negative direct effects but strong positive indirect effects via OC. Intellectual stimulation demonstrated minimal direct influence but a substantial indirect positive effect through OC. OC itself exhibited a strong and significant positive relationship with EIB, confirming its mediating role in linking TL with innovation. Model fit indices met recommended thresholds (GFI = 0.905, CFI = 0.934, RMSEA = 0.06), validating the robustness of the model.</p>
                </sec>
                <sec>
                    <title>Conclusions</title>
                    <p>The findings underscore the pivotal mediating role of OC in transforming leadership behaviors into innovative actions among university staff. While some TL dimensions alone may not directly enhance innovation, their influence becomes positive when reinforced by a supportive, adaptive, and participatory organizational culture. The study contributes theoretical and empirical insights into leadership&#x2013;innovation dynamics in African higher education and offers practical guidance for fostering innovation through culturally aligned leadership strategies.</p>

            <title>Introduction</title>
            <p>Innovation has been identified as a key factor in enhancing competitiveness and adaptability within organizations, including higher education institutions (HEIs) (
                <xref ref-type="bibr" rid="ref23">Choi et al., 2016</xref>; 
                <xref ref-type="bibr" rid="ref55">Lee &amp; Yoo, 2019</xref>). Employee innovative behavior (EIB) &#x2013; defined as the generation, promotion, and implementation of novel ideas in a work context &#x2013; is of particular relevance to universities seeking to address rapidly evolving academic, technological, and societal demands (
                <xref ref-type="bibr" rid="ref25">De Jong &amp; Den Hartog, 2010</xref>; 
                <xref ref-type="bibr" rid="ref81">Teece, 2018</xref>). However, fostering such behavior in higher education institutions (HEIs), particularly in developing countries, remains challenging due to structural rigidity, bureaucratic cultures, and leadership styles that may not encourage innovation) (
                <xref ref-type="bibr" rid="ref31">Elrehail et al., 2018</xref>; 
                <xref ref-type="bibr" rid="ref50">Klimas, 2016</xref>).</p>
            <p>Numerous studies have investigated the relationship between leadership styles and employee innovative behavior (EIB). However, the most commonly recognized and extensively utilized leadership style closely associated with EIB is Transformational leadership (TL). TL is a leadership style that stimulates innovation by motivating, inspiring, and intellectually stimulating employees (
                <xref ref-type="bibr" rid="ref11">Alnesr &amp; Ramzani, 2019</xref>; 
                <xref ref-type="bibr" rid="ref65">Owusu-Agyeman, 2021</xref>; 
                <xref ref-type="bibr" rid="ref93">Zheng et al., 2016</xref>). Research has demonstrated that TL exerts a favorable influence on EIB, with behaviors such as the establishment of a compelling vision, promotion of critical thinking, and provision of individualized support being identified as contributing factors (
                <xref ref-type="bibr" rid="ref15">Avolio &amp; Bass, 2004</xref>; 
                <xref ref-type="bibr" rid="ref18">Bass, 2006</xref>; 
                <xref ref-type="bibr" rid="ref48">Karimi et al., 2023</xref>). The promotion of TL is vital for cultivating EIBs (
                <xref ref-type="bibr" rid="ref92">Zhang et al., 2022</xref>). Nevertheless, findings across different settings remain inconsistent. While some studies report a strong positive correlation between TL and EIB (
                <xref ref-type="bibr" rid="ref2">Al-Amri et al., 2018</xref>; 
                <xref ref-type="bibr" rid="ref4">Al-Husseini et al., 2021</xref>; 
                <xref ref-type="bibr" rid="ref49">Khan et al., 2020</xref>; 
                <xref ref-type="bibr" rid="ref70">Rehmani et al., 2023</xref>), others find weak or even negative relationships in certain TL dimensions of (
                <xref ref-type="bibr" rid="ref20">Bednall et al., 2018</xref>; 
                <xref ref-type="bibr" rid="ref24">Chung &amp; Li, 2021</xref>; 
                <xref ref-type="bibr" rid="ref58">Ma &amp; Jiang, 2018</xref>; 
                <xref ref-type="bibr" rid="ref78">Sudibjo &amp; Prameswari, 2021</xref>).</p>
            <p>The conceptualization of TL has been approached from various theoretical perspectives. 
                <xref ref-type="bibr" rid="ref75">Shamir et al. (1998)</xref> describe four dimensions of TL: ideological emphasis, emphasizing collective identity, exemplary actions, and supportive behaviors. 
                <xref ref-type="bibr" rid="ref68">Podsakoff et al. (1990)</xref> identified six dimensions of TL: articulating a vision, role modelling appropriate behavior, fostering acceptance of group goals, setting high-performance expectations, engaging in intellectual stimulation, and providing individualized support. More recent and widely adopted models, such as those proposed by (
                <xref ref-type="bibr" rid="ref16">Avolio et al., 1999</xref>; 
                <xref ref-type="bibr" rid="ref19">Bass &amp; Avolio, 1994</xref>; 
                <xref ref-type="bibr" rid="ref53">Le &amp; Lei, 2019</xref>) TL is manifested by four main dimensions: inspirational motivation, idealized influence, intellectual stimulation, and individual consideration, which are present study concerned. In the last dimension of TL, authors are very interested because of their important role in worker and organization performance (
                <xref ref-type="bibr" rid="ref36">Gui et al., 2020</xref>). Consequently, this study investigates the relationship between the dimensions of TL, specifically 1) individualized consideration, 2) intellectual stimulation, 3) inspirational motivation, and 4) idealized influence and EIB.</p>
            <p>Organizational Culture (OC) is one of the variables that has a significant impact in higher education (HE) since it either facilitates or inhibits the sharing and acceptance of new ideas (
                <xref ref-type="bibr" rid="ref50">Klimas, 2016</xref>). OC holds significant value for organizations, especially in the educational context. According to 
                <xref ref-type="bibr" rid="ref44">Jirek (2020)</xref>, educational institutions will advance if they have robust OC to support them. 
                <xref ref-type="bibr" rid="ref38">Hakim (2015)</xref> observed that a shared trait among university OCs is the challenge of being dynamic and evolving rapidly. Furthermore, OC has been shown to play a pivotal role in shaping whether TL can effectively promote innovation. OC has been demonstrated to act as either a conduit or barrier to the expression of innovative behavior (
                <xref ref-type="bibr" rid="ref1">Afsar &amp; Umrani, 2020</xref>; 
                <xref ref-type="bibr" rid="ref71">Schein, 2010</xref>). However, the majority of studies that have explored the relationship between TL and EIB have either omitted OC as a mediator or examined it in non-educational or non-African contexts (
                <xref ref-type="bibr" rid="ref9">Y. A. S. ALmahasneh et al., 2022a</xref>; 
                <xref ref-type="bibr" rid="ref49">Khan et al., 2020</xref>). This lacuna hinders progress in comprehending the dynamics of TL in the Ethiopian university context.</p>
            <p>In the Ethiopian context, public research universities operate within highly centralized administrative systems constrained by limited autonomy, scarce resources, and hierarchical organizational cultures HE (
                <xref ref-type="bibr" rid="ref7">Ali Mohammed, 2024</xref>; 
                <xref ref-type="bibr" rid="ref85">Umemiya et al., 2019</xref>). These conditions frequently impede employee empowerment and creativity, which are indispensable components of innovation. Despite national efforts to reform the higher education sector and enhance institutional performance, leadership practices that promote innovation remain underdeveloped and underresearched. As 
                <xref ref-type="bibr" rid="ref65">Owusu-Agyeman (2021)</xref> emphasized, the role of leadership in cultivating innovation in African universities is critical yet often overlooked.</p>
            <p>To address the aforementioned limitations the following research question raised.</p>
            <p>How does organizational culture mediate the relationship between transformational leadership and innovative employee behavior in Ethiopian public research universities?</p>
            <p>The present study aims to examine how the four core dimensions of TL&#x2014;idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration&#x2014;affect EIB, and whether OC mediates these relationships within Ethiopian public research universities.</p>
            <p>By addressing these gaps, this study is underscored by several distinct contributions that differentiate it from existing literature. First, the research concentrates on a unique and relatively underexplored context: Ethiopian public research universities. In contrast to the predominant focus of prior studies on TL and EIB within Western settings, this investigation provides empirical insights into the higher education sector of a developing nation. Second, this study identifies OC as the singular mediating variable in the relationship between TL and EIB, addressing a gap in the literature in which previous research has often employed multiple or alternative mediators, such as psychological empowerment, trust in leadership, or motivation to learn. This targeted approach facilitates a more precise understanding of the mechanisms by which leadership impacts innovation in academic institutions. Third, the research analyzes TL at the dimensional level, thereby uncovering nuanced and occasionally unexpected effects. For example, while dimensions such as inspirational motivation were found to have a positive influence on EIB, others, including idealized influence and individualized consideration, exhibited negative direct effects and significant positive indirect effects through OC. This complexity has not been emphasized in analogous studies. Finally, by addressing inconsistencies in prior research and validating a new conceptual framework, this study makes a theoretical contribution by highlighting the essential role of a supportive organizational culture in facilitating the translation of TL into EIB. This contribution is particularly pertinent for policymakers and academic leaders who aim to promote innovation in resource-limited university settings.</p>
        </sec>
        <sec id="sec6">
            <title>Review literature and hypothesis development</title>
            <sec id="sec7">
                <title>The Relationship between Idealized Influence, Organizational Culture, and Employee Innovative Behavior</title>
                <p>Through idealized influence, a leader understands the behaviors of followers and instills pride in them (
                    <xref ref-type="bibr" rid="ref29">Djourova et al., 2020</xref>). Idealized influence involves the capacity to analyze and replicate the paths of successful leaders, which may involve mentorship, fostering relationships, and developing leadership abilities (
                    <xref ref-type="bibr" rid="ref41">Howard, 2016</xref>). Ideale-influenced leaders promote confidence and maturity among followers, nurturing their abilities to foster innovative thinking and bringing advanced ideas (
                    <xref ref-type="bibr" rid="ref72">Schiuma et al., 2022</xref>).</p>
                <p>Research has produced inconsistent results regarding the impact of idealized influence on employees&#x2019; innovative behavior. 
                    <xref ref-type="bibr" rid="ref74">Shafi et al. (2020)</xref> found that idealized influence significantly influenced employee creativity and innovation. According to 
                    <xref ref-type="bibr" rid="ref35">Gong et al. (2009)</xref> idealized influence has a positive relationship with EIB, while 
                    <xref ref-type="bibr" rid="ref73">Sethibe and Steyn (2017)</xref> revealed a negative relationship between these two variables.</p>
                <p>On the other hand, a study conducted in North America by 
                    <xref ref-type="bibr" rid="ref91">Zdaniuk and Bobocel (2015)</xref> illustrated the relationship between idealized influence and OC. According to 
                    <xref ref-type="bibr" rid="ref9">Y. A. S. ALmahasneh et al. (2022a)</xref> the relationship between idealized influence and OC is positive.

            </sec>
            <sec id="sec8">
                <title>Relationship between Intellectual Stimulation, Organizational Culture, and Employee Innovative Behavior</title>
                <p>Leaders with intellectual stimulation (IS) encourage novel techniques in task completion and discourage traditional thinking (
                    <xref ref-type="bibr" rid="ref3">Al-Harthy &amp; Yusof, 2016</xref>). This means that intellectual stimulation encourages followers to question the status quo (
                    <xref ref-type="bibr" rid="ref62">Masa&#x2019;deh et al., 2016</xref>). Leaders who demonstrate IS within their organizations are believed to enhance team members&#x2019; responsiveness to diverse situations, particularly when encountering challenges in the workplace (
                    <xref ref-type="bibr" rid="ref82">Tepper et al., 2018</xref>). Studies of 
                    <xref ref-type="bibr" rid="ref14">Avolio and Bass (1995)</xref> and 
                    <xref ref-type="bibr" rid="ref90">Yukl (2013)</xref> suggest that TLs, through IS, challenge followers to re-examine problems and find new solutions, leading to increased innovation within the organization. This means that TL captures followers&#x2019; attention by encouraging creativity and innovation through IS (
                    <xref ref-type="bibr" rid="ref79">Tajasom et al., 2015</xref>). Additionally, studies results (
                    <xref ref-type="bibr" rid="ref63">Mittal &amp; Dhar, 2015</xref>; 
                    <xref ref-type="bibr" rid="ref83">To et al., 2015</xref>) have demonstrated that through IS, TL can foster a sense of innovation in employees.</p>
                <p>In addition, TL has been demonstrated to exert a beneficial influence on OC (
                    <xref ref-type="bibr" rid="ref10">Y. A. S. ALmahasneh et al., 2022b</xref>). According to 
                    <xref ref-type="bibr" rid="ref61">Martins and Terblanche (2003)</xref>, OC has an impact on intellectual stimulation, as it cultivates creativity and innovation. According to 
                    <xref ref-type="bibr" rid="ref90">Yukl (2013)</xref> intellectual stimulation from TLs promotes open communication, which enhances innovation.

            <sec id="sec9">
                <title>Relationship between Inspirational Motivation, Organizational Culture, and Employee Innovative Behavior</title>
                <p>When employees are motivated by a leader&#x2019;s vision and enthusiasm, they are more likely to explore novel ideas and solutions (
                    <xref ref-type="bibr" rid="ref46">Jun &amp; Lee, 2023</xref>). Studies in different industries, such as manufacturing (
                    <xref ref-type="bibr" rid="ref84">Toseef et al., 2022</xref>), banking (
                    <xref ref-type="bibr" rid="ref80">Tayal et al., 2018</xref>), and government sectors (
                    <xref ref-type="bibr" rid="ref13">Ameen et al., 2021</xref>) have consistently shown that inspirational motivation enhances employees&#x2019; innovative work behavior.</p>
                <p>On the other hand the research of 
                    <xref ref-type="bibr" rid="ref9">Y. A. S. ALmahasneh et al. (2022a)</xref> has revealed that inspirational motivation has a positive impact on OC. Leaders who employ inspirational motivation techniques foster optimism and enthusiasm among their employees and motivate them (
                    <xref ref-type="bibr" rid="ref54">Lee et al., 2020</xref>). This practice enhances employee morale and creates a positive workplace, ultimately contributing to the culture of engagement.

            <sec id="sec10">
                <title>Relationship between Individualized Consideration, Organizational Culture, and Employee Innovative Behavior</title>
                <p>Individualized consideration has been identified as a key aspect of leadership behavior and a potential antecedent of innovative behavior (
                    <xref ref-type="bibr" rid="ref56">L&#x00f3;pez-Dom&#x00ed;nguez &amp; Enache, 2009</xref>). In addition, individualized consideration has been explored to positively influence innovative work behavior (
                    <xref ref-type="bibr" rid="ref76">Situmorang et al., 2023</xref>). Additionally, 
                    <xref ref-type="bibr" rid="ref30">Eisenbei&#x00df; and Boerner (2010)</xref> found that leaders who provide individualized consideration are more effective in encouraging their followers to contribute to innovative ideas.</p>
                <p>On the other hand, a study showed that individualized consideration positively influences OC (
                    <xref ref-type="bibr" rid="ref10">Y. A. S. ALmahasneh et al., 2022b</xref>). In addition, individualized consideration of OC can be likened to the understanding of individual cultural profiles. This type of culture is better equipped to handle change and respond to external challenges because employees feel supported and empowered to adapt to new situations (
                    <xref ref-type="bibr" rid="ref86">Van Knippenberg &amp; Sitkin, 2013</xref>).

            <sec id="sec11">
                <title>The Relationship between Organizational Culture and Employee Innovative Behavior</title>
                <p>There is a substantial relationship between OC and innovative behavior displayed by employees within university establishments. It is imperative to foster a positive OC that promotes innovation to cultivate innovative behavior among employees in the realm of HE (
                    <xref ref-type="bibr" rid="ref67">Pavlova, 2023</xref>; 
                    <xref ref-type="bibr" rid="ref94">Zhu &amp; Engels, 2014</xref>).

                <title>Mediation Role of Organizational Culture</title>
                <p>Studies have demonstrated that TL positively influences OC (
                    <xref ref-type="bibr" rid="ref40">Hosseini et al., 2020</xref>; 
                    <xref ref-type="bibr" rid="ref52">Lasrado &amp; Kassem, 2021</xref>). OC can either promote or hinder innovation (
                    <xref ref-type="bibr" rid="ref64">Naranjo-Valencia et al., 2016</xref>). OC influences employees&#x2019; innovative behavior (
                    <xref ref-type="bibr" rid="ref1">Afsar &amp; Umrani, 2020</xref>; 
                    <xref ref-type="bibr" rid="ref5">Al Ahmad et al., 2019</xref>; 
                    <xref ref-type="bibr" rid="ref66">&#x00d6;zda&#x015f;l&#x0131; et al., 2023</xref>). Similarly, studies indicate that robust OC serves to mediate the relationship between leadership and innovative work behavior (
                    <xref ref-type="bibr" rid="ref43">Indrayanti &amp; Ulfia, 2022</xref>). 
                    <xref ref-type="bibr" rid="ref49">Khan et al. (2020)</xref> also demonstrated that OC acts as a mediator between TL styles and innovative work behavior. However, the previous study did not use OC as a single mediating variable, whereas this study specifically focused on OC as the sole mediator.

                <p>
                    <xref ref-type="fig" rid="f1">
Figure 1</xref> illustrates a conceptual framework that delineates the relationship between transformational leadership and innovative employee behavior, encompassing both the direct and indirect effects mediated by organizational culture. The framework identifies four critical dimensions of leadership as essential contributors to fostering innovation: idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration. Furthermore, it posits that organizational culture serves as a mediating variable, indicating that a supportive cultural environment amplifies the influence of leadership on innovation. The model underscores the notion that effective leadership must be complemented by a robust organizational culture to facilitate innovation.</p>

            <title>Research method</title>
            <p>The study was conducted over a six-month period, from September 2024 to February 2025. This study used a quantitative research approach that enabled researchers to quantify relationships among various variables, thereby facilitating the establishment of relationships (
                <xref ref-type="bibr" rid="ref39">Hirose &amp; Creswell, 2023</xref>).</p>
            <sec id="sec14">
                <title>Measurement of the study</title>
                <p>A standardized questionnaire was used to conduct the study. Accordingly, TL was measured as described in previous studies of 
                    <xref ref-type="bibr" rid="ref15">Avolio and Bass (2004)</xref> and 
                    <xref ref-type="bibr" rid="ref18">Bass (2006)</xref>. This survey assessed four TL dimensions with five items per dimension, totalling 20 items. Sample items from each dimensions are &#x201c;my leader always talks about my most important values and beliefs&#x201d;, &#x201c;my leader always Articulates a compelling vision of future&#x201d;, &#x201c;my leader always Re-examines the critical assumptions and questions whether they are appropriate&#x201d;, and &#x201c;my leader always Spends time coaching and teaching his/her followers&#x201d;. To measure EIB, the survey included 15 items, with five items for each of the three dimensions. Three items for each dimension were adapted from 
                    <xref ref-type="bibr" rid="ref25">De Jong and Den Hartog (2010)</xref> and 
                    <xref ref-type="bibr" rid="ref69">Qi et al. (2019)</xref>, whereas the remaining two items were adapted from 
                    <xref ref-type="bibr" rid="ref57">Lukes and Stephan (2017)</xref>. Sample of items from each dimensions are &#x201c;I always search for new working method, techniques or instrument&#x201d;, &#x201c;I always make important organizational members enthusiastic about innovative ideas&#x201d;, and &#x201c;I always systematically integrate innovative ideas into work practices&#x201d;.</p>
                <p>To measure OC, 20 items were utilized, with five items allocated to each dimension. These items were adapted from previous studies (
                    <xref ref-type="bibr" rid="ref26">Denison, 2000</xref>; 
                    <xref ref-type="bibr" rid="ref27">Denison et al., 2003</xref>; 
                    <xref ref-type="bibr" rid="ref28">Denison &amp; Mishra, 1995</xref>). Sample of items were from each dimensions are &#x201c;In my university Employees always demonstrate high level of engagement in their professional responsibilities&#x201d;, &#x201c;In my university Our leaders practice what they preach&#x201d;,&#x201d; In my university the way things are done is very flexible and easy to change&#x201d;, and &#x201c;In my university there is shared mission or goals&#x201d;. Close-ended questions based on the Likert five-point scale were used to rate all questionnaire items: Strongly Agree = 5, Agree = 4, Neutral = 3, Disagree = 2, and Strongly Disagree = 1.</p>
            </sec>
            <sec id="sec15">
                <title>Sample and sampling techniques</title>
                <p>Ethiopia has eight research universities in total. From these, using a simple random sample, three universities, JU, AAU, and HU, were selected. This is because simple random sampling ensures that each sample represents a subgroup/strata (
                    <xref ref-type="bibr" rid="ref47">Kalsbeek &amp; Heiss, 2000</xref>). From these three universities based on 
                    <xref ref-type="bibr" rid="ref88">Yamane (1973)</xref>, the sample size for each university, JU, AAU has 376 samples, and HU, have 361, 376, and 347 samples, respectively. A total of 979 samples were analyzed for data collection.</p>
            </sec>
            <sec id="sec16">
                <title>Participant</title>
                <p>From these three research universities, data were collected from academic and administrative staff. Accordingly, a total participants of 979 were distributed, and 726 returned and analyzed, with a return rate of 74.2%.</p>
            </sec>
            <sec id="sec17">
                <title>Data analysis</title>
                <p>The analysis was conducted using structural equation modelling (SEM) in two stages: the measurement model and the structural model. The hypothesized measurement model was evaluated using confirmatory factor analysis (CFA) with SPSS version 26 and AMOS 17.0. Structural Equation Modelling (SEM) was a robust statistical method extensively employed in the field of education research to examine intricate hypotheses that encompass latent variables, multiple indicators, and measurement errors (
                    <xref ref-type="bibr" rid="ref45">Jobst et al., 2023</xref>). The full raw data can be found under underlying data (
                    <xref ref-type="bibr" rid="ref59">Mamo et al., 2025</xref>).</p>
            </sec>
        </sec>
        <sec id="sec18" sec-type="results">
            <title>Result</title>
            <sec id="sec19">
                <title>Descriptive statics</title>
                <p>
                    <xref ref-type="table" rid="T1">
Table 1</xref> which contains the descriptive statistics for the study variables, including mean, standard deviation, skewness, and kurtosis for transformational leadership dimensions (Idealized Influence, Inspirational Motivation, Intellectual Stimulation, Individual Consideration), employee innovative behavior dimensions (Idea Generation, Idea Promotion, Idea Implementation), and organizational culture dimensions (Involvement, Consistency, Adaptability, Mission).</p>

                <p>Examination of the descriptive statistics showed that participants generally gave positive ratings to all variables, with mean scores ranging narrowly from 17.23 18.63. Idea Implementation had the highest average, implying that it is the most strongly perceived or practiced aspect, while adaptability had the lowest, pointing to a potential area for enhancement. The standard deviations showed moderate variability, indicating individual differences in the responses. All variables displayed negative skewness, meaning responses were concentrated towards the higher end of the scale, reflecting overall favorable perceptions. Furthermore, higher kurtosis values for Idea Implementation and Mission indicate more peaked distributions, indicating that the responses for these dimensions were more consistently near the average. These patterns suggest strengths in innovation-related behaviors, particularly in implementing and aligning with a mission, while also uncovering areas such as adaptability, which may require further attention.</p>
            </sec>
            <sec id="sec20">
                <title>Measurement model</title>
                <p>The measurement model was evaluated using criteria such as construct reliability, construct validity, and model fitness, as demonstrated by 
                    <xref ref-type="bibr" rid="ref89">Youngs (2020)</xref>. Therefore, to assess the model&#x2019;s accuracy, the reliability and validity of the variables were first evaluated, along with tests for convergent validity using average variance extracted (AVE), and then divergent validity was tested using discriminant validity.</p>
                <p>In 
                    <xref ref-type="table" rid="T2">
Table 2</xref>, reliability and validity tests are conducted to evaluate the measurement model. To confirm the reliability of the construct, Cronbach&#x2019;s alpha must be greater than 0.7. As shown in 
                    <xref ref-type="table" rid="T2">
Table 2</xref>, all Cronbach&#x2019;s alpha coefficients were greater than 0.7, indicating that the internal consistency of the variables was acceptable. On the other hand, according studies of (
                    <xref ref-type="bibr" rid="ref34">Ghazali &amp; Nordin, 2019</xref>; 
                    <xref ref-type="bibr" rid="ref77">Sovey et al., 2022</xref>) reliability assessment is conducted through the use of Composite Reliability (CR) that has to be greater than 0.7, which is the value of CR of this study is above 0.70, which is deemed necessary for sufficient reliability. To confirm convergence validity, the average variance extracted (AVE) for each construct must be greater than the threshold value of 0.5 (
                    <xref ref-type="bibr" rid="ref37">Hair Jr et al., 2021</xref>). Accordingly, the findings of this study indicate robust convergent validity, as all values of the constructs are greater than 0.5.</p>

                <p>As illustrated 
                    <xref ref-type="table" rid="T3">
Table 3</xref>, the rule of thumb for assessing discriminant validity was developed in previous studies (
                    <xref ref-type="bibr" rid="ref22">Chin, 1998</xref>; 
                    <xref ref-type="bibr" rid="ref33">Fornell &amp; Larcker, 1981</xref>). They stated that discriminant validity can be evaluated by comparing the square root of the Average Variance Extracted (AVE) for each construct with the correlations between that construct and other constructs in the model. Specifically, if the square root of a construct&#x2019;s AVE is greater than its diagonal element correlations with other constructs, adequate discriminant validity is present. In this study, since the square root of AVE for every construct is greater than its highest correlation with other constructs, discriminant validity was confirmed.</p>

                <p>According to 
                    <xref ref-type="table" rid="T4">
Table 4</xref>, in the study by 
                    <xref ref-type="bibr" rid="ref60">Marsh and Hocevar (1985)</xref>, a CMIN/df value of &#x2264; 5 indicates a good fit. In this study, the degrees of freedom and chi-square yielded a CMIN/df value of 3.599, which is considered acceptable as it is below the generally recognized upper threshold of 5.0. Furthermore, the majority of the fit indices (GFI, CFI, TLI, RMSEA, and SRMR) fell within acceptable ranges.</p>

                <p>The goodness-of-fit indices (GFI, CFI, and TLI) were all greater than 0.90, suggesting that the model accurately captured the data. Studies by 
                    <xref ref-type="bibr" rid="ref42">Hu and Bentler (1999)</xref> and 
                    <xref ref-type="bibr" rid="ref51">Kline (2023)</xref> confirmed that the acceptable values for these indices should be greater than 0.90. According to 
                    <xref ref-type="bibr" rid="ref17">Awang (2012)</xref>, the RMSEA value should be less than 0.08. In this study, the RMSEA value was 0.06, which is considered acceptable. Additionally, an SRMR value of 0.0361 indicates a good fit, as it is below the 0.06 threshold, which is also deemed acceptable according to 
                    <xref ref-type="bibr" rid="ref42">Hu and Bentler (1999)</xref>.</p>
                <p>However, the model was not completely free from residuals, as indicated by the relatively high RMR value of 0.186, suggesting some residual error in the model. Nonetheless, this does not necessarily imply a poor fit because there is no strict threshold for acceptable RMR values.</p>
            </sec>
            <sec id="sec21">
                <title>Structural equation modelling</title>
                <p>After verifying the accuracy and credibility of the measurement model, a structural model is developed see 
                    <xref ref-type="fig" rid="f2">
Figure 2</xref>.</p>

Figure 2</xref> above of the structural equation model diagram delineates the interrelationships among the dimensions of TL, OC, and EIB within Ethiopian public research universities. Each dimension of TL&#x2014;namely idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration&#x2014;demonstrates varying degrees of impact on both OC and EIB. Specifically, idealized influence and individualized consideration are found to exert strong positive effects on organizational culture; however, their direct influence on employee innovative behavior is negative. Conversely, intellectual stimulation and inspirational motivation are associated with both direct and indirect positive effects on employee innovation. The model further substantiates the assertion that OC serves a crucial mediating function in amplifying the impact of leadership on innovation, as evidenced by its robust positive correlation with innovative behavior. In summary, the diagram reinforces the notion that TL is more conducive to fostering innovation when underpinned by a strong and adaptive OC.</p>
                <p>The 
                    <xref ref-type="table" rid="T5">Table 5</xref> above analysis of the regression that multifaceted relationship between the dimensions of TL and EIB, with organizational culture acting as a critical mediating factor.</p>

            <title>Discussion</title>
            <p>As mentioned in 
                <xref ref-type="table" rid="T5">
Table 5</xref>, the relationship between idealized influence and OC has a positive and significant effect on OC. The significance value (p &lt; .001) emphasizes that an ideal influence leader who lead by example can foster a culture that aligns with the organization&#x2019;s change. Consistent with this finding, 
                <xref ref-type="bibr" rid="ref6">Alahmad (2016)</xref> demonstrated that idealized influence positively enhances OC. Surprisingly, Inspirational Motivation had a negative effect on OC. This may indicate that leaders who focus on enhancing employees&#x2019; motivation may not necessarily foster the organization&#x2019;s culture. This finding contradicts the findings of 
                <xref ref-type="bibr" rid="ref9">Y. A. S. ALmahasneh et al. (2022a)</xref> which revealed that inspirational motivation has a positive relationship with OC. Intellectual stimulation has a positive and significant relationship with OC. This finding was aligned with 
                <xref ref-type="bibr" rid="ref10">Y. A. S. ALmahasneh et al. (2022b)</xref> illustrated that intellectual stimulation has to exert a beneficial influence on OC. In addition, TL theories emphasize the influence of TL dimensions on OC (
                <xref ref-type="bibr" rid="ref71">Schein, 2010</xref>). The relationship between individual considerations and OC is significantly positive. This study aligns with findings from previous research (
                <xref ref-type="bibr" rid="ref10">Y. A. S. ALmahasneh et al., 2022b</xref>; 
                <xref ref-type="bibr" rid="ref12">Alwali &amp; Alwali, 2022</xref>), which revealed that individualized consideration is positively related to OC.</p>
            <p>Even though it differs from expectations, the finding shows that the direct relationship between idealized influence and EIB is a negative score, and its indirect relationship is strongly positive at 1.374. This specifies that a leader influences EIB in an organization through OC. Previous research has produced inconsistent results regarding the relationship between idealized influence and EIB. For instance, 
                <xref ref-type="bibr" rid="ref74">Shafi et al. (2020)</xref> found that idealized influence significantly influenced employee creativity and innovation. According to 
                <xref ref-type="bibr" rid="ref35">Gong et al. (2009)</xref> idealized influence has a positive relationship with EIB, while 
                <xref ref-type="bibr" rid="ref73">Sethibe and Steyn (2017)</xref> revealed a negative relationship between these two constructs. In this scenario, the current study fills this inconsistency gap by supporting the negative relationship between idealized influence and EIB. This study revealed a significant positive relationship between inspirational motivation (IM) and EIB at a score of &#x03b2; 2.896 (p = 0.009). This finding is consistent with previous studies conducted in the manufacturing (
                <xref ref-type="bibr" rid="ref84">Toseef et al., 2022</xref>), banking (
                <xref ref-type="bibr" rid="ref80">Tayal et al., 2018</xref>), and government sectors (
                <xref ref-type="bibr" rid="ref13">Ameen et al., 2021</xref>). However, as indicated in 
                <xref ref-type="table" rid="T6">
Table 6</xref> above, the indirect relationship through OC, in contrast to the direct relationship, was a negative relationship, with a score of &#x03b2; = -1.579.</p>
            <p>The Study revealed that the relationship between intellectual stimulation (IS) and EIB was not statistically significant, but it had a minimal direct positive relationship at a score of &#x03b2; = 0.053. This finding supports the studies of (
                <xref ref-type="bibr" rid="ref63">Mittal &amp; Dhar, 2015</xref>; 
                <xref ref-type="bibr" rid="ref83">To et al., 2015</xref>) that who demonstrated that TL in the IS, TL can foster a sense of innovation in employees. Nevertheless, when there is an indirect relationship, it demonstrates that a strong indirect relation on point &#x03b2; = 1.444 shows that IS promotes innovation through OC. In contrast to the previous study by 
                <xref ref-type="bibr" rid="ref76">Situmorang et al. (2023)</xref> which illustrated the positive relationship between individualized consideration and EIB, the current finding revealed a negative direct relationship, with a value of &#x03b2; = -0.678. However, the current study revealed a strong positive indirect relationship (through OC) at &#x03b2; =1.487. Finally, the link between OC and employees&#x2019; innovative behavior is significant.</p>
            <sec id="sec23">
                <title>Theoretical contribution</title>
                <p>This study underscores the mediating role of OC on TL and EIB. Establishing a supportive OC is essential for translating leadership influence into innovative behavior. This mediating approach is particularly important in the context of higher education and has been underexplored in previous studies. 
                    <xref ref-type="bibr" rid="ref21">Cameron and Green (2019)</xref> argue that positive OC can enhance employee innovation. Also supported by the study of 
                    <xref ref-type="bibr" rid="ref87">Wu and Dulebohn (2018)</xref>, TL dimensions directly relate to OC, which in turn influences EIB.</p>
            </sec>
            <sec id="sec24">
                <title>Practical implications</title>
                <p>The findings of this study indicate that strong and positive OC is critical for the promotion of innovative behavior among employees. TL in Universities must be encouraged to prioritize the development and reinforcement of a culture that is conducive to innovation. Such a culture may include fostering trust, promoting open communication, and acknowledging employees&#x2019; contributions to innovation. 
                    <xref ref-type="bibr" rid="ref71">Schein (2010)</xref> emphasized that OC influences employee behavior. In addition, as 
                    <xref ref-type="bibr" rid="ref93">Zheng et al. (2016)</xref> stated, the involvement of employees in decision-making processes has led to the development of supportive OC that helps enhance innovative behavior.</p>
            </sec>
            <sec id="sec25">
                <title>Limitation and suggestion for future studies</title>
                <p>The current study may have limited diversity in terms of participating institutions, restricted to public research universities. This could affect the generalizability of the findings across different institutions or cultural contexts within developing countries, such as Ethiopia. According to 
                    <xref ref-type="bibr" rid="ref32">Etikan et al. (2016)</xref>, restricted diversity can diminish generalizability. Therefore, future studies need to expand the study to include a more diverse sample from various types of institutions (e.g., private universities and comprehensive and applied types of universities).</p>
            </sec>
        </sec>
        <sec id="sec26" sec-type="conclusions">
            <title>Conclusions</title>
            <p>This study aimed to investigate the relationship between TL and EIB through OC in the context of a developing country in Ethiopian Public Research University. The study concludes that TL has a positive relationship with EIB within public universities in Ethiopia. OC plays a crucial role as a mediator in this relationship. Specific dimensions of TL (Idealized Influence, Intellectual Stimulation, and Individual Consideration) positively related to EIB. This underscores that leaders who embody these qualities can effectively enhance innovation behavior among their staff. However, the unexpected negative impact of Inspirational Motivation shows that educational leaders need to reflect on their motivational strategies and adopt them in the cultural context of their institutions. These findings strengthen the need to foster supportive OC to enhance EIB. A model developed based on theory and literature was validated empirically in Ethiopian public research universities based on data collected from academic and administrative employees. SEM analysis revealed that the proposed model had a good fit to the data. This study enriches the understanding of the interplay between TL, EIB, and OC, providing valuable insights into fostering innovation in higher education, particularly in developing countries.</p>
        </sec>
        <sec id="sec27">
            <title>Ethics approval and informed consent</title>
            <p>The study received ethical approval from the Research Committee of the Department of Educational Planning and Management at Jimma University on 11/2/2201 (12/2/2025), under protocol number 14, agenda item 8. Written informed consent was obtained from all participants after they were fully informed about the purpose, procedures, and scope of the study. Participants were assured that their responses would be used solely for research and publication purposes. They were also informed of their right to withdraw from the study at any point without facing any consequences. However, all participants chose to complete the study, and no withdrawals occurred.</p>

The introduction is relevant to the relevant theory, and the empirical discussion on the development of the hypothesis is linked to the research gap, addressing weaknesses in previous research. The structural equation modeling (SEM) method has been well-executed. The method provided clear research results and successfully achieved the research objectives.</p>

            <p> 1. The author needs to improve the hypothesis development section. Hypothesis development must be deepened by logically linking each hypothesis to existing theory and previous research findings.</p>

            <p> 2. For H10, the author needs to develop a more comprehensive hypothetical framework on how OC mediates the relationship between TL dimensions and EIB in Ethiopian universities. The development of H10 is still very shallow and weak.</p>

            <p> 3. Data collection: The data collection procedures and techniques performed over a six-month period, from September 2024 to February 2025, should be explained.</p>
